WILMINGTON CITY COUNCIL’S STRATEGIC PLANNING PROCESS REPORT (ADOPTED BY RESOLUTION 17-089)

Wilmington, Del. (November 13, 2017) President Shabazz today released the draft report from Wilmington City Council’s Strategic Planning Process. The draft document represents the completion of the first phase of an intensive planning and strategic process to develop a framework that will serve as a blueprint and road map to guide council’s legislative, funding, and policy priorities.

As the title implies, Council’s strategic planning process is not a single, defined effort – it is a commitment to an organized manner of thinking, planning and action,” said President Shabazz “This report reflects a shared vision from Council for moving Wilmington forward.”

The draft report, which reflects the first milestone in the Strategic Planning Process facilitated by Wilmington native Raheemah Jabbar-Bey of RJB Consulting, addresses the City’s diverse range of needs, establishes priorities identified by members of Council, and will help guide and inform the 107th Session’s legislative focus and ensure the most effective use of resources. One of the key products of this report is a set of ten priorities identified by Council Members. Through this process, Council has expressed its desire to work towards:

  • A Safe and Secure Wilmington
  • A Growing Wilmington
  • A Stabilized Wilmington
  • A Resident and Visitor Friendly Wilmington
  • A Business Friendly Wilmington
  • A Prosperous and Sustainable Wilmington
  • A Wilmington for All Ages
  • A Healthy Wilmington
  • A Transparent and Well Represented Wilmington
  • A Connected, Informed and Engaged Wilmington

The draft report also includes mission statements which resulted from Council’s collaboration, and which further define the purpose and objectives of City Council – both as a whole, and through the legislative body’s seven (7) Standing Committees.

The draft Strategic Planning Process Report will be presented by Jabbar-Bey at the Committee of the Whole meeting scheduled for Monday, November 20, 2017 at 5pm in Council Chambers.

Moving forward, Council will provide regular Strategic Planning Process updates in the form of a digital report card that will be posted on Council’s website at www.WilmingtonCityCouncil.com. These updates will showcase efforts undertaken by Council which align with the priorities established through the Strategic Planning Process, adding a layer of transparency and accountability to this process and the efforts it will organize and inspire. In addition, the draft report includes a timeline for the subsequent phases of this process, which will include intensive assessment and evaluation, as well as the formulation of a path forward to help extend this process beyond the conclusion of the 107th Session of City Council.
