WILMINGTON – The Wilmington City Council Committee of the Whole has selected Latisha Bracy as its recommended candidate to fill the At-Large vacancy and will be presented by a resolution for a vote by the full body of council on December 1st. The position had been filled by the late former Council Member At-Large Loretta Walsh, who resigned on October 6, 2022.“I’d like to thank all of the candidates who participated in this process,” said City Council President Trippi Congo. “I’d like to also congratulate Latisha Bracy and I look forward to the committee’s vote at the next City Council Meeting.”Pursuant to the City Charter, the current City Council was tasked with filling the vacancy and started accepting letters of interest and resumes from residents interested in filling the vacancy. On November 10, 2022, the application period closed and 16 candidates qualified to fill the seat as verified by the Department of Elections. The Committee of the Whole of Wilmington City Council reviewed letters of interest and resumes from each qualified candidate and on Monday, November 28, 2022, the committee conducted 15 public interviews to review the credentials of each applicant.  Each qualified candidate was provided with a list of potential interview questions prior to their interview date.  After deliberating over the candidates’ qualifications, the group emerged with its recommendation.

On December 1, 2022, the full body of the Council will vote on the recommendation by a resolution. If the resolution fails to be approved, the Committee of the Whole will reconvene and propose by resolution another recommendation of a person who the committee previously interviewed to fill the vacancy for a majority vote by the full body of the council. The Committee of the Whole will repeat this procedure until the vacancy is filled. If the proposed resolution passes on December 1st, a swearing-in and oath of office will take place at that meeting. For more information on the process of filling the vacancy, visit the Wilmington City Council website here.
