Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 48 of the City Code to define and permit “commercial recreation” and “public assembly” as matter-of-right uses in the M-1 (Light Manufacturing) zoning district and establish parking requirements for such uses.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance establishes a temporary moratorium on residential and commercial foreclosures for properties whose FY ’26 tax bill increased by more than 25% compared to FY ’25 due to the recent reassessment by Tyler Technologies.  This will sunset September 30, 2026.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. In order to preserve the limited number of parking spaces available on City streets, this Ordinance amends Chapter 37 of the City Code to establish parking restrictions for tow trucks that are identical to the restrictions for tractor trailers, trailer coaches, semi-trailers, boats, and school buses.  Specifically, this Ordinance prohibits the parking of tow trucks on City streets outside of a period of loading and unloading, or in the absence of a street storage permit.  The Ordinance also calls for the addition of signage to provide clear notice to owners and/or operators of tow trucks of the prohibition on parking of tow trucks on City streets.

This ordinance creates a municipal loan program, to be administered by the Department of Real Estate and Housing, to provide eligible education employees who wish to be first-time homebuyers with loans of up to $15,000 to assist with down payment or settlement costs related to the purchase of a primary residence in the City of Wilmington.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Section 42-10 of the City Code by establishing a program whereby qualified abutting property owners in low-income neighborhoods can apply to the Department of Public Works to fund the costs of paving privately controlled, nondedicated alleys. 

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution amends City Council Rule 3 to require in-person attendance and voting.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance codifies the City’s ability to initiate Charter amendments either through City Council action or by voter petition for a Charter Commission, and establishes clear procedures for elections, public education, and referendum scheduling.  

Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance is the first amendment to the Fiscal Year 2026 Annual Operating Budget, which was originally enacted in Substitute No. 1 to Ordinance No. 25-009.  This Ordinance authorizes a $500,000 appropriation to enable the City to evaluate Tyler Technologies’ mass appraisal reassessment model utilized for the recent real property reassessment conducted by New Castle County and to provide financial assistance to low-income homeowners in filing appeals with the New Castle County Board of Assessment Review.

Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance approves the “Anchorage Overlook” major subdivision plan and authorizes the City to (i) remove a portion of Anchorage Street from the Official City Map, (ii) improve a portion of Anchorage Street and name it Anchorage Street Extended, (iii) create a new street called Levi Lane, and (iv) accept the dedication of Anchorage Street Extended and Levi Lane as public rights-of-way and add them to the Official City Map.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 34 of the City Code to require City Landlords to include tenants’ rights in their leases. 

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution amends City Council Rule 9 to require Ordinances to be voted out of Committee prior to being heard before a full council for a 3^rd and Final vote.
