Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution establishes the City of Wilmington Homelessness Subcommittee, composed of nine members, as a subcommittee of the Health, Environmental, Aging and Disabilities (HEAD) Committee standing committee. The objectives of the Subcommittee include expanding on the recommendations put forth by the City of Wilmington Taskforce on Homelessness and offering additional considerations for addressing homelessness that meet the needs of the residents of the City of Wilmington.

An Ordinance to Amend Chapter 37 of the City Code to Prohibit the Parking of Tow Trucks on City Streets

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. In order to preserve the limited number of parking spaces available on City streets, this Ordinance amends Chapter 37 of the City Code to establish parking restrictions for tow trucks that are identical to the restrictions for tractor trailers, trailer coaches, semi-trailers, boats, and school buses.  Specifically, this Ordinance prohibits the parking of tow trucks on City streets outside of a period of loading and unloading, or in the absence of a street storage permit.  The Ordinance also calls for the addition of signage to provide clear notice to owners and/or operators of tow trucks of the prohibition on parking of tow trucks on City streets.

An Ordinance to Amend Chapter 2 of the City Code to Rename the Wilmington Community Police Accountability Board the Wilmington Citizens Review Board, Expand Board Eligibility, and Increase Compensation for Board Members

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 2 of the City Code to rename the Wilmington Community Police Accountability Board the Wilmington Citizens Review Board.  It also expands Board member eligibility.  It also increases the amount paid to the Chair and Vice-Chair for attendance at meetings and compensates all voting members for attending training.

An Ordinance Amending Chapter 42 of the City Code Regarding the Paving of Privately Controlled Nondedicated Alleys

Synopsis        This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Section 42-10 of the City Code by establishing a program whereby qualified abutting property owners in low-income neighborhoods can apply to the Department of Public Works to fund the costs of paving privately controlled, nondedicated alleys.

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution urges the Administration of the City of Wilmington not to enter into or maintain contracts with any company that collaborates with Immigration and Customs Enforcement (ICE) or profits from deportation-related activities, including, but not limited to, Avelo Airlines.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance combines Sections 36-194 and 36-195 to reinforce that any impeding a City employee’s performing their official job duties constitutes a misdemeanor offense.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 2 of the City Code by requiring City Council to approve, via resolution, of appointed board members of the Land Bank Board of Directors.

A Resolution Requesting Additional Parking Spaces and a Pest Control Plan for the 934 North Lombard Street Demolition Site

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. The Wilmington City Council 2022-2025 Strategic Plan prioritizes a “Stabilized Wilmington.” This Resolution requests that the Administration coordinate with the contractors undertaking the demolition at 934 North Lombard to ensure that there are appropriate protocols to address pest control concerns related to the demolition of this longstanding vacant property. This Resolution further requests that the Administration continue the plans discussed by Mayor Michael Purzycki’s Administration to convert 934 North Lombard into a parking lot, following the demolition of the current structure to accommodate the influx of new residents in the East Side neighborhood.

An Ordinance to Authorize and Approve a Network-As-A-Service Agreement Between the City of Wilmington and Delmarva Power & Light Company

Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to enter into a five-year Network- As-A-Service Agreement with Delmarva Power & Light Company for the City and Itron, Inc. to use Delmarva’s Automated Metering Infrastructure Mesh Network to collect water meter usage information from City water meters.  The Network-As-A-Service Agreement contains two (2) five-year extension options.

An Ordinance to Amend Chapter 37 of the City Code to Establish Rules for the Usage of Low-Speed Motorized Scooters and Electric Bicycles in the City of Wilmington

Synopsis        This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance establishes rules for the operation of electric bicycles and low speed motor scooters within the City of Wilmington that are consistent with recently enacted State law.  The Ordinance also imposes helmet requirements for those under the age of 18 who are operating or passengers on bicycles, electric bicycles, and low speed motorized scooters.

An Ordinance to Amend Chapter 44 of the City Code to Provide a Property Tax Exemption for Low-To-Moderate Income, Long-Term Homeowners Following a 100 Percent or More Property Tax Increase on Their Primary Residence

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance provides a partial property tax abatement for low- to-moderate, long-term City homeowners who meet certain eligibility requirements. Eligible homeowners who have their property tax obligation increased by 100% or more following a property assessment may apply for a partial abatement of their tax obligation. The partial abatement would pause their tax obligation at the pre-assessment amount as long as the property homeowner meets the eligibility requirements.

Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to enter into a three-year agreement with LeadsOnline, LLC for an integrated ballistic identification system that is used to track and identify firearms by comparing digital images of unique marks left on bullets and shell casings.

An Ordinance to Amend Chapter 34 of the Wilmington City Code to Authorize a Voluntary Rent Escrow Program

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 34 of the City Code to establish a  voluntary rent escrow program for residential tenants living in the City of Wilmington and provides 1) the eligibility requirements for participation in the program; 2) the tenant’s obligations when participating in the program; and 3) the manner in which funds held in an account opened by the City or third-party contracted by the City will be released. This Ordinance also requires the Department of Licenses and Inspections to include a statement regarding the availability of the program on all violation notices and placards posted on properties condemned as unfit for human habitation.

An Ordinance to Amend Chapter 2 of the City Code to Repeal the Defunct Wilmington Advisory Commission on Youth and their Families and to Establish the Wilmington Youth Advisory Council Under the Auspices of City Council

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance establishes the Wilmington Youth Advisory Council under the auspices of City Council.  The primary objective of the Wilmington Youth Advisory Council will be to assist City Council in formulating a Youth Master Plan, the purpose of which is to promote the well-being and advancement of the City’s youth.  The Ordinance also eliminates the Wilmington Youth Leadership Commission under the Department of Parks and Recreation, as this commission has been defunct since 2019.
