A Resolution Calling for a Transition Plan for Individuals Residing at Christiana Park and Long-Term Homelessness Coordination Within the City of Wilmington

Synopsis:         This Resolution is being presented by the City Council for Council’s review and approval. This Resolution calls for a humane, coordinated transition plan for individuals residing at Christiana Park prior to any encampment closure or displacement. It urges the Administration to ensure housing placements, supportive services, and operational readiness of transitional housing initiatives before relocation efforts proceed. The Resolution also supports expanded partnerships with community service providers and recommends the creation of a Homelessness Response Coordinator within the Office of the Mayor to oversee long-term homelessness strategy and coordination efforts.

An Ordinance to Amend Chapter 8 of the City Code to Establish a Housing Trust

Synopsis:         This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 8 of the City Code by establishing housing trust, and a community-based oversight board, that is intended to help address the severe shortage of affordable housing in the city.

An Ordinance to Amend Chapters 5 and 34 of the City Code to Create an Online Rental Property Registry

Synopsis        This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance requires the Department of Licenses and Inspections to create an online rental property registry.   It also requires owners, operators, or lessors who obtain rental dwelling business licenses to register their rental dwellings on the City’s online rental property registry.

An Ordinance to Amend Chapter 8 of the City Code to Create a Rental Dwelling Improvement Program

Synopsis        This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 8 of the City Code to create a Rental Dwelling Improvement Fund that shall be administered by the Department of Real Estate and Housing.  The Rental Dwelling Improvement Fund offers a suite of loan products to eligible, small landlords to make repairs and improvements to their rental properties.  Loans are eligible for full forgiveness or preferable 0% interest rate if landlords meet certain program requirements during the applicable loan term.

A Resolution to Establish a Housing Sub-Committee of Community Development & Urban Planning Standing Committee

Synopsis:         This Resolution is being presented by the City Council for Council’s review and approval. This Resolution authorizes the establishment of a Housing Subcommittee as a subcommittee of the Wilmington City Council Community Development and Urban Planning standing committee. The Subcommittee shall provide an initial report within 180 days of its first meeting to the Community Development and Urban Planning Committee outlining key areas of focus and preliminary recommendations, with a final report to be issued within one year proposing legislative, regulatory, and funding strategies to address Wilmington’s housing challenges.

An Ordinance to Authorize and Approve an Agreement for Physician/Medical Practitioner Services (Contract 26037HRPS) Between the City of Wilmington and Innovative Work Health Solutions LLC

Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution of an agreement (Contract 26037HRPS) between the City of Wilmington and Innovative Work Health Solutions LLC for physician/medical practitioner services for the period of two (2) years from July 1, 2026 through June 30, 2028, with the possibility of one (1) one-year extension thereafter on the same terms and conditions.

An Ordinance Authorizing the Issuance of the City’s General Obligation Bond (PFAS Phase IV Project), Series B OF 2026-DWSRF, in Order to Provide the Funds Necessary for the Installation and Construction of PFAS Equipment at the City’s Porter Plant; Providing for the Sale of the 2026B Bond to the Delaware Drinking Water State Revolving Fund; and Authorizing Other Necessary Action

Synopsis        This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the issuance of a General Obligation Bond (PFAS Phase IV Project), Series B of 2026-DWSRF (the “2026B Bond”), in an amount not to exceed $30,000,000, which will be sold to the Delaware Drinking Water State Revolving Fund in order to (A) finance the installation and construction of equipment at the City’s Porter Plant to remove PFAS from the City’s water source, as set forth in the City’s capital budget for its Fiscal Year ending June 30, 2026, (B) pay administrative costs relating to such capital projects, and (C) pay the costs of issuing the 2026B Bond.

An Ordinance to Amend Chapter 44 of the City Code to Extend the Duration of the Wilmington Downtown Business District

Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Section 44-153 of the City Code to extend the duration of the Wilmington Downtown Business Improvement District until October 1, 2039.  In addition, as a housekeeping matter, it deletes superfluous language.

An Ordinance to Amend Chapter 40 of the City Code Regarding Paid Parental Leave

Synopsis        This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Section 40-431 of the City Code regarding paid parental leave and paid birthing parent medical leave previously enacted by City Council, to clarify that an employee who uses less than 12 weeks of leave for Parental leave or Birthing parent medical leave shall be entitled to utilize remaining FMLA leave in accordance with City Code and City policy.  The Ordinance additionally clarifies that eligibility for paid parental leave may apply to births, adoptions or placement through foster care occurring prior to January 1, 2026, provided that the leave is within the first year after the birth adoption or placement through foster care

Synopsis        This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance allows the Department of Real Estate and Housing to use Neighborhood Stabilization Funds to make one time payments to help qualified tenants avoid eviction.

This Ordinance amends Chapter 8 of the City Code to create a Homeowner Repair Program that shall be administered by the Department of Real Estate and Housing.  The Homeowner Repair Program offers financial assistance to low- and moderate-income City homeowners to complete necessary repairs to their properties, ensuring a cost-effective way to maintain home ownership in City neighborhoods.

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 8 of the City Code to create a Vacant Property Rehabilitation Assistance Program that shall be administered by the Department of Real Estate and Housing.  The Vacant Property Rehabilitation Assistance Program offers financial assistance to owners of vacant properties to make repairs to their vacant properties to bring them back into occupancy-ready status.

This Resolution expresses City Council’s concurrence with Mayor John Carney’s appointment of Michael Reilly, Cathy Scott Halloway, and Greg Luna to the Wilmington Ethics Commission to each serve a four-year term beginning on the date of passage of this Resolution.

A Resolution Authorizing the Mayor to File a Second Substantial Amendment to the Federal Fiscal Year 2025/City Fiscal Year 2026 Annual Action Plan with the U.S. Department of Housing and Urban Development

Synopsis        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Mayor, or his designee, to file a Second Substantial Amendment to the Federal Fiscal Year 2025/City Fiscal Year 2026 Annual Action Plan with the U.S. Department of Housing and Urban Development that allocates unused CDBG funds totaling approximately $1.8 million and anticipated CDBG program income estimated to be approximately $1 million to activities to best utilize available resources, including $468,767 for rental rehabilitation projects, $250,000 for the New Castle County lead hazard control rehabilitation program, $110,000 for substantial rehabilitation for homeownership for 717 W. 8th Street, $60,000 improvements to the sidewalk at 9th and Spruce Streets, $1,271,000 for street improvements on Kirkwood Street, $600,000 for rehabilitation for a day shelter for the unhoused population at 600 East 4th Street, and $20,000 for park improvements at Christina Park.

Synopsis:         This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Mayor, or his designee, to file with the U.S. Department of Housing and Urban Development the City’s Federal Fiscal Year 2026/City Fiscal Year 2027 Annual Action Plan, which includes funding for the Community Development Block Grant Program, HOME Investment Partnerships Program, Emergency Solutions Grants Program, and Housing Opportunities for Persons with AIDS Program.
