An Ordinance to Amend Chapter 37 to Increase the Minimum Fine for a First Offense for Blocking Parking Spaces
Synopsis: This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 37, § 37-249 entitled “Prohibited blocking of parking spaces” to increase the minimum fine for a violation of this section from a Level 7 ($60) to a Level 8 ($75).

An Ordinance to Amend Chapter 36 to Increase the Minimum Fine for Consuming Alcohol in Certain Public Spaces
Synopsis: This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 36, § 36-66 entitled “Consumption of alcohol on streets prohibited” to increase the minimum fine for a violation of this section from $100 to $200 when such violation occurs in a public place that is located within 300 feet of a school, place of worship, community center, or package store.

A Resolution Approving the Department of Information Technology’s Grant Application to the Delaware Emergency Management Agency for a Funds Allocated Pursuant to the State Local Cybersecurity Grant Program
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Information Technology’s (the “Department”) grant application to the Delaware Emergency Management Agency (“DEMA”) for a pass-through grant from the federal government pursuant to the State Local Cybersecurity Grant Program in the amount of $196,000, or such other amount that DEMA awards. The funds will be used to reimburse the City for the Department’s initiative to strengthen the City’s cybersecurity capabilities by purchasing new hardware and outsourcing Security Operations Center services, which are necessary to provide enhanced, continuous monitoring, threat detection, and response across the City’s technology environment. No local matching funds are required.

An Ordinance to Amend Chapter 2 of the City Code to Establish a Code of Conduct Within Council Chambers
Synopsis: This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance clearly defines the decorum expected during Council sessions to preserve the legislative process of City Council and establishes a code of conduct for Council Chambers to ensure the safety of Councilmembers, City Officials, and members of the public.
