A Resolution in Support of HB No. 234 Extending Medicaid Coverage for One Year Postpartum

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses strong support from the Wilmington City Council for the passage of House Bill No. 234 which is an act to amend Title 31 of the Delaware Code to extend Medicaid coverage from the current limit of 60 days following a pregnancy, or postpartum, to 12 months after delivery. This will improve the quality of maternal health care and ensure access healthcare to reduce preventable pregnancy-related deaths and improve maternal health outcomes.

A Resolution in Support of HB No. 340 to Expand the Duties of the Child Death Review Commission to Include Maternal Health and Morbidity Research

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses strong support from the Wilmington City Council for the passage of House Bill No. 340 which expands the duties of the Child Death Review Commission to improve the health community’s understanding of maternal morbidity, mortality, and racial disparities. This will improve the quality of maternal health care and ensure full access to reduce preventable pregnancy-related deaths and better child and maternal health outcomes.

A Resolution in Support of HB No. 341 to Exempt Pregnant Persons or Primary Caregivers of Infants from TANF (Temporary Assistance for Needy Families) Work Requirements

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution requests that members of the Delaware General Assembly support the passage of HB No. 341, “An Act to Amend Title 31 of the Delaware Code Relating to TANF (Temporary Assistance for Needy Families) Work Requirements and Maternal Health.” HB No. 341 requires that the State exempt pregnant persons or primary caregivers of a child six months of age or younger from TANF work requirements.

A Resolution in Support of HB No. 343 to Provide a Plan for Medicaid Coverage of Doulas

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution encourages members of the Delaware General Assembly to support the passage of House Bill No. 343, which requires that the Division of Medicaid and Medical Assistance present a plan to the General Assembly by November 1, 2022 for coverage of doula services by Medicaid providers. Doulas aid mothers and parents with little experience and poor support systems for physical, emotional, and educational support during pregnancy, birth, and the immediate postpartum period.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses favor for the passage of House Bill No. 344 (HB No. 344) which aims to amend Title 16 of Delaware code relating to bias training for health care workers. HB No. 344 requires annual explicit and implicit bias training for licensed medical professionals and support staff in the State of    Delaware to reduce disparate outcomes and ensure that all patients receive fair treatment and quality health care.

A Resolution in Support of HB No. 346 to Remove Medicaid Prior Authorization Requirements for Pregnant Women to Receive Doctor-Recommended Blood Pressure Cups

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution encourages members of the Delaware General Assembly to support the passage of House Bill No. 346, “An Act to Amend Title 31 of the Delaware Code Relating to Patient Monitoring Devices,” which removes the requirement that a pregnant patient enrolled in the state Medicaid program receive prior authorization for an automated take-home blood pressure cuff when the automated take-home blood pressure cuff is recommended by their doctor.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses Wilmington City Council’s support of HB No. 385 which would allow the City of Wilmington to adopt ordinances imposing stricter regulations on the location of off-premises liquor licenses than those set forth by the State of Delaware.
