An Ordinance to Amend Chapter 2 of the City Code to Establish an Office of Educational Advocacy as a Division in City Council
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 2 of the City Code by creating an Office of Educational Advocacy as a division within City Council. The office will serve as an advocate for the educational needs and rights of Wilmington students, regardless of where they attend school, and formulate legislative solutions to improve the education of Wilmington students. The chief administrative official of the office will have the title of Director of Educational Advocacy.

Synopsis: This Resolution is being presented by City Council for Council’s review and approval. Pursuant the Wilmington City Council 2022-2025 Strategic Plan goal of a “Connected, Informed, and Engaged Wilmington,” this Resolution urges the Delaware General Assembly to support House Bill 182 (HB 182)- An Act to Amend Title 11 of the Delaware Code Relating to Law Enforcement Agency Agreements that “prohibits law-enforcement agencies from entering into agreements with federal immigration enforcement authorities to enforce immigration violations or share immigration enforcement related data.”

An Ordinance to Amend Chapter 8 of the City Code to Create an Education Workforce Down Payment and Settlement Assistance Program
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This ordinance creates a municipal loan program, to be administered by the Department of Real Estate and Housing, to provide eligible education employees who wish to be homebuyers with loans of up to $15,000 to assist with down payment or settlement costs related to the purchase of a primary residence in the City of Wilmington.

An Ordinance to Amend Chapters 5 and 34 of the City Code Regarding Pre-Rental Inspection of Rental Dwellings
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapters 5 and 34 of the City Code to provide for inspections of rented or leased dwellings or buildings prior to the issuance of a residential property rental license or prior to the registration of an additional rental dwelling unit that supplements an approved rental license application. In addition, this Ordinance eliminates the two- or five-year inspection cycles and instead requires that all residential rental properties be inspected at least once every five (5) years as set forth in policies and procedures to be established by L&I.

Synopsis: This Resolution is being presented by City Council for Council’s review and approval. In accordance with the Wilmington City Council 2022-2025 Strategic Plan goal of a “Safe and Secure Wilmington,” this Resolution urges the Administration and Wilmington Police Department (WPD) to coordinate with the Law Enforcement Action Partnership (LEAP) to provide the data necessary to complete a call-for-service analysis, which is the first phase in assessing local demand for community response team services, in our City.

An Ordinance to Amend Chapter 40 of the City Code regarding Military Leave
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Section 40-338 of the City Code regarding military leave to provide that an employee shall be entitled to a leave of absence not to exceed five years of cumulative service during the employee’s entire employment with the City regardless of the employee’s date of hire, consistent with the provisions of the Uniformed Services Employment and Reemployment Rights Act (“USERRA”). The terms of this Ordinance shall not apply to any bargaining unit employee, as such term is defined in Section 40-6 of the City Code, whose employment is governed by a collective bargaining agreement whose terms conflict with the provisions of this Ordinance.

A Resolution Approving the Department of Parks and Recreation’s Grant Application to the State of Delaware Department of Labor to Support the City’s Summer Youth Internship Program
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Parks and Recreation’s grant application to the State of Delaware Department of Labor in the amount of $190,000.00. The proposed grant funds would be used to support the Department of Parks and Recreation’s Summer Youth Internship Program. No local matching funds are required.
