To Annex a Parcel of Land Located within Cathedral Cemetery at 2400 Lancaster Avenue, Being New Castle County Tax Parcel No. 07-036.30-060, Containing Approximately 26.82 Acres, Contiguous with the City Boundary in the Vicinity of the Southwest Neighborhood Analysis Area, New Castle County, Delaware, and in Connection Therewith, to Amend the Boundaries of Councilmanic District Number Seven, the Building Zone Map, and the Supplemental Building Zone Map – Flood Districts – and to Add the Annexed Territory to the City’s Corporate Boundaries

This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be considering the proposed annexation of New Castle County Tax Parcel No. 07-036.30-060, containing a total of approximately 26.82 acres. This parcel is outside of the City and borders the southwestern boundary of the City, New Castle County, Delaware. It also amends the description of the 7th Councilmanic District to include the annexed parcel therein. Additionally, it includes the annexed parcel on the Building Zone Map and on the Supplemental Building Zone Map with the Zoning Classification of R-3 (One Family Row Houses). Finally, it adds the parcel to the City’s corporate boundaries.

Authorizing and Approve a Multi-Year Contract Between the City of Wilmington and Mailroom Systems, Inc.

This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the execution of Contract 18022DFPS – Printing and Mailing Services between the City of Wilmington and Mailroom Systems, Inc. for the period of three (3) years from September 22, 2017 through September 21, 2020, at an annual price of One Hundred Twenty-Six Thousand Six Hundred Dollars for a total price of Three Hundred Seventy-Nine Thousand Eight Hundred Dollars, with the possibility of two (2) additional extensions of one (1) year thereafter at the same annual price, at the option of the City.

To Amend Chapter 2 of the City Code Regarding Bidding Threshold Requirements

This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be increasing the threshold amount for the application of the competitive bidding procedures contained in Section 2-511 of the City Code from twenty-five thousand dollars to sixty thousand dollars to conform with the Delaware General Assembly’s amendment to the City Charter.
