Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance amends Chapter 45 of the City Code to allow for an Income-Based Water Rate Assistance Program.

An Ordinance to Amend Chapter 8 of the City Code to Protect the Exploited Construction Workforce, Promote Local Hire of Wilmington Residents, and Increase Skilled Labor in Residential Construction Projects

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This ordinance requires developers and contractors working on residential construction projects within the City to participate in craft training programs, pay a minimum wage of $18, and certify non-debarment if the project is wholly or partially funded by an incentive from the City including subsidies in the form of tax abatements, donation of property or tax credits.

Amend Chapter 5 of the City Code to Require Buyers of Residential Rental Property to Pay Business License Fees at Property Settlement

Synopsis:  This Substitute Ordinance is being presented by City Council for Council’s review and approval.  This Substitute No. 1 to Ordinance No. 21-024 amends Chapter 5 of the City Code by adding Section 5-37.1 to require buyers of residential rental properties located within city limits to complete a business license application and pay business license fees at settlement. Substitute No. 1 to Ordinance No. 21-024 also requires the Department of Licenses and Inspections to provide the new property owners with an informational brochure providing guidance for landlords and owners of vacant properties. The purpose of Substitute No. 1 to Ordinance No. 21-024 is to increase enforcement and compliance with business license requirements among owners of rental property, and to streamline the process for investor-owners to obtain business licenses.

An Ordinance to Amend Chapters 2 and 40 of the City Code to Exempt Employees in Appointed Service from the City’s Residency Requirement

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance amends Chapters 2 and 40 of the City Code to exempt employees in appointed service from Wilm. C. § 40-3’s residency requirement and removes the outdated  reference to Wilm. C. (Charter) § 3-304 where appropriate.  In addition, this Ordinance corrects the former titles of “director of personnel” and “personnel director” to “director of human resources” as well as the former department name “personnel department” to “department of human resources.”
