Mayor Mike Purzycki to propose a Fiscal Year 2023 Operating Budget and Water/Sewer Budget during the Annual State of the City Address


Mayor Mike Purzycki will deliver the FY 2023 Budget proposal and present the Annual State of the City Address to Wilmington City Council on March 17, 2022, at 6:00 p.m. during City Council’s next virtual regular meeting, formally commencing Council’s budget process.

We invite you to take part. The Mayor’s budget address will be broadcasted on WITN22, on Comcast Channel 22, online at, on WITN22 Facebook and YouTube, and on Wilmington City Council’s Facebook and Twitter.

City Council’s regular meeting will be open to the public starting at 6pm, so members of the public can sign up to speak. To sign up for Public Comment, members of the public must go to the following website to fill out the information requested. Public Comment will take place after non-legislative business. The President will recognize speakers in the order listed on the website.


FY 2023 City Council Budget Hearing Schedule

City Council has an awesome responsibility, in conjunction with the administration, to protect the fiscal integrity of city government and to ensure that the tax base can support needed government services.  To this end, Wilmington City Council will hold budget hearings during late March and the month of April.

The proceedings will kick off on Wednesday, March 30, 2022, at 4:30pm with reviews of proposed budgets from the Mayor’s office, City Treasurer’s office, and the office of the Wilmington City Council. Budget hearings will continue throughout the month of April on Mondays and Wednesdays and are open to the public for public comments.

“Filled with budget work sessions, community engagement opportunities, and deliberations, this is Council’s annual opportunity to put its imprint on a budget that provides the services that our community relies upon,” said City Council President Ernest “Trippi” Congo. “I and my fellow members of City Council are encouraging residents to be a part of the budget review process. It’s important that residents know how we plan to serve them through the allocation of their tax dollars.”
