Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. A councilman-at-large’s change in political party affiliation violates the qualification requirements under the City Charter and renders his seat vacant, as a matter of law.

A Resolution Appointing Deshaun Elliott and Alexandra Coppadge Wright to the Wilmington Community Police Accountability Board

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution appoints Alexandra Coppadge Wright to serve as a member of the civil rights community and DeShaun Elliott to serve as a member of the mental health treatment community as defined by the National Alliance on Mental Illness (NAMI) on the Wilmington Community Police Accountability Board.

This Resolution approves $5,000 grant funding from the Greater Wilmington Convention and Visitors Bureau to the City of Wilmington for the creation of brochures and an interactive digital map highlighting Wilmington’s African American historical sites to promote public awareness and appreciation of the City’s rich cultural legacy.

An Ordinance Amending Chapter 48 of the City Code to Provide a Mandatory Inclusionary Zoning Program for Low to Moderate Income Residents

Synopsis        This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 48 of the City Code by establishing a mandatory inclusionary housing program that is intended to help address the severe shortage of affordable housing in the city.

An Ordinance to Implement the City of Wilmington Pension Commission’s Recommendation Regarding a One-Time Stipend for City Retirees for Fiscal Year 2027 Pursuant to Chapter 39 of the City Code

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. Pursuant to City Code Section 39-6(c), this Ordinance implements the City of Wilmington Pension Commission’s recommendation for Fiscal Year 2027 for a one-time stipend of one thousand dollars ($1,000), in lieu of a cost-of-living increase, to all City of Wilmington pension benefit recipients who were retired as of December 31, 2019.  The disbursement of this stipend will occur in Fiscal Year 2027.

A Resolution Encouraging the Governor of the State of Delaware and the Delaware General Assembly to Expand Investments in Sustainable, Affordable Energy Strategies

Synopsis:         This Resolution is being presented by the City Council for Council’s review and approval. While the State has taken action to offer assistance to Delmarva customers experiencing increased costs, this relief is a temporary solution to an ongoing issue. This Resolution respectfully urges the Governor of the State of Delaware and the honorable members of the Delaware General Assembly to expand investments in sustainable, affordable energy strategies.

An Ordinance to Amend Chapter 8 of the City Code to Create a Security Deposit and First Month’s Rental Assistance Pilot Program

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This ordinance creates a municipal Security Deposit and First Month’s rental assistance program, to be administered by the Department of Real Estate and Housing, to provide eligible “emerging talent” residential tenants in the City of Wilmington up to $2,000.00—a maximum of $1,000.00 for a security deposit and/or $1,000.00 towards first month’s rent—once in any given twenty-four (24) month period.
