A Resolution Requesting the Continued Operation of the Plummer Community Corrections Center

Synopsis:        This Resolution is being presented by City Council for Council’s review and approval. This Resolution respectfully urges the Governor of the State of Delaware to take all necessary steps to ensure that the Plummer Community Corrections Center in Wilmington remains open, fully operational, and adequately supported so that it may continue providing the community-based services, family-centered access, and reentry assistance essential to reducing recidivism and strengthening Delaware communities.

An Ordinance to Amend Chapter 45 of the City Code to Exempt Elderly and Disabled Residents and Residences with Children Under the Age of Five from Water Service Disconnection for Nonpayment of Utility Charges

Synopsis:        This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance exempts eligible elderly and disabled residents as well as residences with children under the age of five from having water shut off for nonpayment of water service charges.

An Ordinance to Amend Chapter 35 of the City Code to Include Gender Identity as a Protected Class

Synopsis       This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 35 of the Wilmington City Code to explicitly include gender identity as a protected class under the City Code’s Human Rights provisions. The amendment aligns the City Code with Delaware’s Gender Identity Nondiscrimination Act of 2013 and reaffirms Wilmington’s commitment to equality and provision of basic human rights.  It also updates the definition of “sexual orientation” to align with recent Delaware law.

A Resolution Urging the City of Wilmington Administration to Implement Ord. # 23-015, Tax Abatement Program

Synopsis:        This Resolution is being presented by City Council for Council’s review and approval. This Resolution urges the City of Wilmington to implement Ord. # 23-015: An Ordinance to Amend Chapter 44 of the City Code to Provide a Property Tax Exemption for Low-to-Moderate Income, Long-Term Homeowners Following a 50 Percent or More Property Tax Increase on Their Primary Residence for the FY2026 Tax Year.

An Ordinance to Amend Chapter 40 of the City Code Regarding Parental Leave and Combined Leave

Synopsis:        This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 40 of the City Code to increase parental leave to twelve weeks following the birth, adoption, or placement of a foster child in accordance with State law, provide for six weeks or eight weeks of medical leave to an eligible employee following the birth of a child depending upon the delivery method, reduce the accumulation of combined leave to a maximum of sixty days, and change the calculation of combined leave payout.

A Resolution Requesting System Improvement of the City’s 311 Reporting Platform

Synopsis:        This Resolution is being presented by City Council for Council’s review and approval. This Resolution respectfully requests that the Administration engage the City’s current 311 vendor to implement improvements for reporting service needs, tracking progress, and receiving timely information. Changes should include, but are not limited to, full ticket details in acknowledgement emails, issuing automatic status updates, providing informative close-out notices, and introducing callback options for 311 phone users.
