Wilmington Community Police Accountability Board to Host Community Listening Session on February 23
Wilmington, DE – The Wilmington Community Police Accountability Board (WCPAB) will host a Community Listening Session on Monday, February 23, 2026, from 6:00 p.m. to 8:00 p.m. at the Police Athletic League of Wilmington, 3707 N. Market Street, Wilmington, DE 19802.
The session will provide residents an opportunity to learn about the Board’s role and share input to help strengthen transparency, accountability, and public trust in Wilmington. The WCPAB, formerly the Citizens Complaint Review Board, was restructured through Ordinance 24-063 to give residents a stronger voice in shaping the policies, training, and practices of local policing.
Topics of discussion
Planned discussion topics include:
- What the WCPAB is and why it was created.
- How the Board supports police accountability and transparency.
- How residents can engage with the Board.
Special guest speaker
The event will feature James Nolan, Ph.D., a former Wilmington, Delaware police lieutenant and FBI crime analysis leader, and a nationally recognized expert in police reform, hate crime, crime measurement, and institutional reform.
