Council Member James Spadola Invites Public Input on Reforming Event Permitting Process
Wilmington, DE – Wilmington City Council Member James Spadola is inviting residents and community organizations to share their experiences and ideas as part of a review of the City’s event permitting process.
Community events such as neighborhood block parties, park cleanups, and cultural festivals play an important role in strengthening Wilmington’s neighborhoods. Council Member Spadola said the purpose of this effort is to ensure the City’s permitting framework is clear, consistent, and well-aligned with current community needs.
“Our City staff work hard to support a wide range of events across Wilmington,” Council Member Spadola said. “This review is about looking at the structure and rules that guide the process, and whether there are opportunities to make them clearer and more predictable for everyone. It’s about making sure the framework we have in place works as smoothly as possible for residents, organizers, and City staff.”
Areas of Focus
As part of this review, Council Member Spadola is gathering feedback related to:
- Clarifying which activities require a permit and which do not
- Exploring a tiered approach so small, low-impact neighborhood events are not subject to the same requirements as large festivals
- Reviewing timelines and whether additional flexibility or expedited options may be appropriate in certain cases
- Considering a streamlined renewal process for recurring events
- Improving consistency and clarity around expectations and communication

Residents, neighborhood associations, nonprofit organizations, and event organizers are encouraged to share their experiences or ideas.

- All submissions will be treated confidentially, and any examples referenced publicly will be anonymized.
Next Steps
Council Member Spadola will review public input and consult with City departments and colleagues on Council before considering any potential updates to City Code or administrative processes.
