City Council Approves Councilwoman Zanthia Oliver’s Resolution Supporting PFAS Removal Efforts at Wilmington Water Plants
This resolution underscores City Council’s ongoing commitment to environmental safety, public health, and responsible stewardship of Wilmington’s essential infrastructure.
Wilmington, DE – Wilmington City Council has passed Resolution 25-065, sponsored by Councilwoman Zanthia Oliver (3rd District), approving the Department of Public Works’ application for a State of Delaware Emerging Contaminants in Small or Disadvantaged Communities Grant. The resolution was approved during the Regular City Council Meeting on Thursday, December 4, 2025.
Co-sponsors of the legislation include Council Members Michelle Harlee (4th District), Yolanda McCoy (6th District), Chris Johnson (7th District), Coby J. Owens (1st District), and Maria D. Cabrera (At-Large), all of whom supported this critical investment in Wilmington’s water infrastructure.
If awarded, the grant, not to exceed $1,983,661, will support the design and first phase of construction needed to incorporate the most cost-efficient PFAS removal technology at the City’s Porter and Brandywine Water Treatment Plants. Per- and polyfluoroalkyl substances (PFAS), often referred to as “forever chemicals,” are emerging contaminants of national concern due to their persistence in water sources across the country.
The grant will require no local matching funds, ensuring there is no negative fiscal impact to the City while positioning Wilmington to continue providing safe, clean drinking water to all residents.
“Wilmington consistently meets or exceeds federal and state standards for clean drinking water, and we look forward to securing more grants like this from the federal government,” said Councilwoman Oliver. “This funding is essential to strengthening our water infrastructure and ensuring our families continue to receive safe, high-quality drinking water for generations to come.”
What’s Next
In accordance with Section 2-363 of the City Code, City Council must review and approve all City-sponsored grant applications. With this approval, the Department of Public Works and the Commissioner of Public Works are authorized to take all necessary steps to accept awarded funds and fulfill all grant requirements.
