Amend Chapter 40 of the City Code Regarding the Responsibilities and Duties of the Director of Human Resources (City to Work Registry)

Synopsis: This Ordinance is being presented by City Council for its review and approval. If approved, Council would be amending Chapter 40 of the City Code to establish a “City to Work Registry.” The registry would be a compilation of City residents who applied for a City government position, but were unsuccessful in achieving the position. Under this Ordinance, the City’s Department of Human Resources would be required to update the registry every six months and forward the names on the registry to any temporary employment agency doing business with the City in an effort to enable the unsuccessful City government job candidates to obtain employment with the temporary agency.

A Resolution Authorizing the Disposition of 2300 Carter Street to Harriett Tubman Safe House for Use as a Side Yard

Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the Department of Real Estate and Housing (RE&H) to transfer the title of a vacant City lot at 2300 Carter Street at no cost to the Harriet Tubman Re-entry Program for use as a side yard. The Tubman Program already owns 2302 Carter Street and has, at its own expense, previously improved the condition of the vacant lot at 2300 Carter Street, beautifying what was a neglected property.

A Resolution Authorizing the Department of Real Estate and Housing to Dispose of Eleven Properties to Wilmington Housing Partnership

Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the Department of Real Estate and Housing (RE&H) to transfer ownership of eleven properties to the Wilmington Housing Partnership for a new homeownership housing development. The properties are 904 and 906 Kirkwood Street, 836, 907 and 909 Bennett Street, 702 and 907 Church Street, 816 and 818 Pine Street and 801 and 803 East 7th Street.

A Resolution Authorizing the Department of Real Estate and Housing to Accept a Donation of 2700 Moore Street from Well Fargo Bank

Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the Department of Real Estate and Housing (RE&H) to accept title to a property at 2700 Moore Street from the Wells Fargo Bank at no cost to the City. In addition, the bank will pay all settlement costs associated with the property and will donate $20,000 to the City to be used towards the rehabilitation of the property for home ownership. The property is currently zoned single-family.

Synopsis: This Resolution is being presented by the Administration (Real Estate and Housing Department, RE&H) for City Council’s review and approval. If approved, Council would be authorizing RE&H to accept title to a property at 117 North Harrison Street from the Wells Fargo Bank at no cost to the City. In addition, the bank will pay all settlement costs associated with the property and will donate $40,000 to the City to be used to stabilize and maintain the former nuisance property. RE&H will solicit proposals from the community for the property’s future use as part of RE&H’s regular property disposition program.

Implement the Wilmington Pension Commission's Recommendation Pursuant to Chapter 39 Section 6 of the Wilmington City Code

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a $200,000 pension increase for the City’s uniformed and non-uniformed retirees. The increase is based on a recommendation to the Administration earlier this year by the City Pension Commission. $100,000 of the appropriation would benefit police and fire retirees, while the remaining $100,000 would benefit all other non-uniformed retirees. The monthly increase in pension benefits would be retroactive to July 1, 2013 or to the beginning of the FY 2014 Fiscal Year. If approved, this pension change would increase the City’s total pension funding cost obligation by $3 million over a 15-year funding period required as a result of this action. This proposed increase in pension liability is currently unfunded and would require Council to approve a budget amendment submitted by the Administration in order to allocate the funding for this pension increase.

Authorizing the Issuance of the City's Obligation Bond (Wilmington Housing Partnership Project) in Order to Provide the Funds Necessary to Finance the Construction or Rehabilitation of Housing and the Refinancing of a Prior Loan; Authorizing a Loan of a Portion of the Proceeds to the W ilmington Housing Partnership Corporation; Providing for the Sale of the Bond; and Authorizing Other Necessary Action

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the issuance of up to $4 million General Obligation Bonds to provide financing for the Wilmington Housing Partnership (WHP) to acquire, construct or rehabilitate housing in Wilmington. The new financing would also enable the WHP to refinance the outstanding amount of the City’ General Obligation Bond Series 2010. Part or all of the proceeds for the bond sale will be a loan to the WHP.

Amend Chapter 40 of the City Code Regarding Donated Leave Program

Synopsis: This Ordinance is being presented by City Council for its review and approval. If approved, Council would be revising Chapter 40 of the City Code to allow eligible City employees to directly donate their earned sick or vacation days to fellow City employees which they designate. The current City Code only allows employees to donate their earned sick or vacation days to the City’s Donated Leave Bank which is then distributed to other employees per policies developed by the Department of Human Resources.
