Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution amends Resolution 23-010 to update the personnel assignments for the 108th Session of Wilmington City Council Standing Committees.

A Resolution Approving the Police Department's Grant Application to the State of Delaware Special Law Enforcement Assistance Fund (SLEAF) to Purchase New Equipment

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Special Law Enforcement Assistance Fund in the amount of $62,561. The proposed grant funds would be used to purchase a vehicle mover for the Forensic Services Unit, two computers to be used by  officers operating police motorcycles, and 150 tourniquets to be issued to police officers to assist during rescues and while rendering  emergency medical care to injured persons.  No local matching funds are required.

A Resolution Approving the Police Department's Grant Application to the State of Delaware Emergency Illegal Drug Enforcement (EIDE) Program to Support Drug Investigations

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the  Wilmington Police Department’s grant application to the State of Delaware Emergency Illegal Drug Enforcement (EIDE) program in the  amount of $33,595.75.  The proposed grant funds would be used to support specialized drug investigations through covering overtime  costs.  No local matching funds are required.

A Resolution Approving the Police Department's Grant Application to the State of Delaware State Aid to Local Law Enforcement (SALLE) Program to Provide Advanced and Specialized Training to Officers

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the  Wilmington Police Department’s grant application to the State of Delaware Department of Safety and Homeland Security for funding from the State Aid to Local Law Enforcement (SALLE) grant program in the amount of $62,121.24.  The proposed grant funding would be used to cover the cost of advanced and specialized training for police officers.  No local matching funds are required.

A Resolution Approving the Police Department's Grant Application to the State of Delaware Department of Homeland Security Fund to Combat Violent Crime to Support Violent Crime Reduction Efforts

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Department of Safety and Homeland Security, Fund to Combat Violent Crime in the amount of $411,173.92.  The proposed grant funds would be used to cover overtime costs as part of overall violent crime reduction efforts.  No local matching funds are required.

A Resolution Approving the Police Department's Grant Application to the State of Delaware Special Law Enforcement Assistance Fund (SLEAF) to Purchase New and Replacement Equipment

Synopsis This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Special Law Enforcement Assistance Fund in the amount of $70,000.  The proposed grant funds would be used to purchase an Event Data Recorder for use during investigations into serious vehicle collisions, as well as 20 new Automatic External Defibrillators that would be carried in patrol vehicles and available for use by officers who encounter someone suffering from sudden cardiac arrest or other emergency medical conditions.  No local matching funds are required.

Synopsis This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution approves an amendment to expand the boundaries of the City’s Downtown Development District from 249.28 acres to 274.64 acres, as illustrated on the map attached to this Resolution as Exhibit “A”.
