An Ordinance to Amend Chapter 5 of the City Code to Require Buyers of Residential Rental Property to Pay Business License Fees at Property Settlement

Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 5 of the City Code by adding Section 5-37.1 to require buyers of rental properties located within city limits to complete a business license application and pay business license fees at settlement. This Ordinance also requires the Department of Licenses and Inspections to provide new property owners with an informational brochure providing guidance for landlords and owners of vacant properties. The purpose of this Ordinance is to increase compliance with business license requirements and enforcement among owners of rental property, and to streamline the process for investor-owners to obtain business licenses.

An Ordinance to Authorize qand Approve an Educational Access Channel Agreement (Contract 22009CCPS) Between the City of Wilmington and the Red Clay Consolidated School District

Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance authorizes the execution of an Educational Access Channel Agreement (Contract 22009CCPS) (the “Agreement”) between the City of Wilmington and the Red Clay Consolidated School District for the operation and management of an educational access channel under the City’s franchise agreement with Comcast of New Castle County, LLC. The Agreement is for a period of two (2) years from July 1, 2021 through June 30, 2023, with the possibility of a one-year extension thereafter. There is no cost to the City under the Agreement.

An Ordinance to Authorize and Approve Contract 22009PD Between the City of Wilmington and Graves Uniforms, LLC for Police Clothing

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution of Contract 22009PD “Police Clothing” between the City of Wilmington and Graves Uniforms, LLC for the period from July 1, 2021 through June 30, 2022, at an estimated price of Ninety- Nine Thousand, Thirty-Eight Dollars and Fifty Cents ($99,038.50), with the possibility of two (2) extensions of one (1) year thereafter with the same terms and conditions, at the option of the City.

An Ordinance to Authorize and Approve an Agreement Between the City of wilmington and Axon Enterrpise, Inc. for Tasers and Related Services

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. . This Ordinance authorizes the execution of an agreement between the City of Wilmington and Axon Enterprise, Inc. to purchase tasers and related services for the Wilmington Police Department (the “Agreement”). The Agreement is for a period of five (5) years commencing in conjunction with the shipment of the tasers from Axon to the City, at a total estimated price of One Million, Forty-Three Thousand, Four Hundred Sixty-Five Dollars and Twelve Cents ($1,043,465.12), payment of which will be divided over the term of the Agreement.
