Synopsis:  This Ordinance is being presented by the  Administration for Council’s review and approval. This Ordinance authorizes the execution of an MOU between the City of Wilmington and the State of Delaware Division of Public Health, Department of Health & Social Services, Office of Animal Welfare.  The Office of Animal Welfare will provide animal control services throughout the City.  These services will be provided over a three (3) year period for a total cost of $904,166.16.

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance prohibits the Department of Finance from disconnecting water service for nonpayment of sewer, stormwater, and water service charges.

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 45 of the City Code to require the Department of Finance to Establish an Affordable Water Program.  Additionally, this Ordinance requires the Department of Finance to retain a Third-Party Vendor to perform a financial feasibility report on the proposed water rates required to implement the Affordable Water Program.  Last, this Ordinance requires the Department of Finance to present its findings to City Council by January 1, 2025.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  This Resolution formally accepts the report produced by the members of the City Council Reparations Taskforce to Study and Develop Reparation Proposals for African Americans, with a Special Consideration for African Americans Who are Descendants of Persons Enslaved in the United States, or the “Taskforce,” pursuant Resolution 20-080 as amended and Resolution 23-050.

Synopsis:  This Resolution is being presented by City Council  for Council’s review and approval. The 2022-2025 Wilmington City  Council Strategic Plan prioritizes a “Prosperous and Sustainable  Wilmington”. This Resolution recommends that the Administration  include a cost-of-living adjustment (COLA) for pension beneficiaries among its top budgetary priorities going forward. 

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to exercise three (3) one-year extensions options for amended Contract 22002WDPS (Pump, Valve and Miscellaneous Mechanical Equipment Maintenance Services) with Municipal Maintenance Company.

This Ordinance authorizes the City to exercise three (3) one-year extensions options for amended Contract 22003WDPS (Water Distribution System Electrical Equipment Management and Maintenance Services) with Willier Motor Electric Repair Company, Inc.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to exercise two (2) one-year extensions options for amended Contract 24009PWPS (Municipal Complex Facilities Management) with Asset Management Alliance.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Section 42-722 of the City Code to revise the Underground Facilities Coordination Manual (the “Manual”) by adding a new Figure C-2c regarding permanent patches when backfilling excavations involving gas lines as the last page of Appendix B of the Manual. In addition, as a housekeeping matter, this Ordinance deletes a minor typographical error contained in the Manual.

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. Pursuant to City Charter Section 2-100 and City Council Rule 26, Cit Council adopts the February 2024 PFM Compensation Study/Executive and Legislative Salary  Benchmarking Report. Additionally, this Ordinance establishes increased salaries for the Council Members to be elected in November 2024 to comprise the 109^th Council Session and take office on January 7, 2025. 

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 2 of the City Code by creating a Water Review Board authorized to consider appeals of residential water bills.  The Water Review Board will only consider appeals that have gone through the formal dispute process with the Department of Finance and where the customer has received a water service shut-off notice.  Customers will be afforded the opportunity to be heard in person, to present witnesses and documentary evidence, and to cross examine employees or agents of the City as to the basis for determining the amount billed.  The Water Review Board will be authorized, where appropriate, to make adjustments and/or apply credits to a water bill or sewer bill, or both. 

Synopsis:  This Ordinance is being presented by the  Administration for Council’s review and approval. This Ordinance authorizes the City to issue tax-exempt and/or federally taxable revenue bonds (the “Bonds”) for the financing of a project for Salesianum School, Inc. (the “School”).  The Bonds will be special revenue obligations of the City, payable exclusively from (i) payments made by the School under a bond purchase and loan agreement entered into between the School and a lender selected by the School, (ii) a promissory note executed by the School and delivered to the City in the aggregate amount of the Bonds, and (iii) available funds under a limited continuing guaranty from OSFS Real Estate Trust, a Delaware charitable trust.

Synopsis:  This Ordinance is being presented by the  Administration for Council’s review and approval. This Ordinance authorizes the removal of a 150.5-foot-long by 60-foot-wide portion of West Sixteenth Street, located between Brinckle and Greenhill Avenues, from the Official City Map.
