Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance rezones a portion of the parcel of land located at 1600 West Eighth Street (being Tax Parcel No. 26-027.10-253) occupying a portion of the block bounded by West Sixth, West Seventh, North Scott, and North Dupont Streets from a zoning classification of R-3 (One-Family Row Houses) to a zoning classification of R-5-A-1 (Low-Medium Density Apartment Houses).

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses strong objections to Senate Bill 43 with Senate Amendment 2 (SB 43 w/ SA 2), An Act to Amend Title 24 of the Delaware Code Relating to the Board of Plumbing, Heating, Ventilation, Air Conditioning, and Refrigeration Examiners, which would negatively impact the autonomy of the City of Wilmington to establish specific regulations that are reflective of local infrastructure and inhibit the shared coordination that has been evidenced to prevent unqualified professionals from receiving HVACR and plumbing license credentials.

This Resolution expresses support for House Bill 15 (HB 15), An Act to Amend Title 14 of the Delaware Code Relating to Play-Based Learning in Early Childhood Education, which would permit early childhood educators in public schools to use and encourage play-based learning in preschool, kindergarten, and grades one through three in their classrooms and curriculum. HB 15 adheres to the Wilmington City Council 2022-2025 Strategic Plan legislative priority of a “Wilmington For All Ages” that engages in advocacy and support for Wilmington’s youth in the educational process.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses favor for House Bill 35, An Act Proposing an Amendment to Article I of the Delaware Constitution Relating to Prohibition of the Death Penalty.

Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses Wilmington City Council support for House Bill 3 (HB 3), An Act to Amend Title 11 of the Delaware Code Related to Breastfeeding, which facilitates comprehensive perinatal healthcare for women in the custody of the Department of Corrections (DOC), as well as resources for postnatal maternal and infant health. The amendments to Title 11 proposed in HB 3 are in accordance with the Wilmington City Council 2022-2025 Strategic Plan goal of promoting a “Healthy Wilmington” with physical health services to support all residents.

Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution expresses strong support from Wilmington City Council for the passage of Senate Bill No. 5 (SB 5), which seeks to amend Article I of the Delaware Constitution to codify the right to reproductive freedom. In alignment with the Wilmington City Council 2022-2025 Strategic Plan goal of promoting a “Healthy Wilmington,” SB 5 will safeguard Delawareans’ right to make and effectuate reproductive decisions while bolstering access to quality reproductive health services.

This Resolution designates the Wilmington City Council Commemorative Wall, or any functional equivalent placed elsewhere in the future, to be officially named the Theodore Blunt Commemorative Wall, which is a testament to the extraordinary life, legacy, and invaluable contributions of the late Honorable Theodore “Ted” Blunt.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution approves grant funding to Developing Next-Level Achievers, Inc. (DNLA) from City Council Member Yolanda McCoy’s Community Support Discretionary Funds totaling $3,000 for the development of a podcast studio and AI (artificial intelligence)-related training webinars and initiatives at the Developing Next-Level Achievers (DNLA) Cultural Arts Center.

This Ordinance authorizes the City to execute an agreement with Axon Enterprise, Inc. to purchase interview room equipment and related services for the Wilmington Police Department for a period of five (5) years commencing on or about the date of the last signature on the agreement.
