A Resolution Approving Summer Youth Employment Program Grant from the State Department of Labor

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Administration to accept a State Department of Labor grant of $257,596 to pay the wages of young people who will be employed in the City’s Summer Youth Employment Program. The grant provides funds for 210 hours of employment for the period of June 17 through August 23. The Administration will provide another $100,000 for the wages of summer youth workers bringing the total funding available to $357,596.

Authorize the Extension of City Contract 13020WD – Water Distribution System Maintenance with Brandywine Construction Co., Inc.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a one-year extension of the City’s current contract with Brandywine Construction Company for maintenance of the City’s water distribution system with the possibility of another one-year extension of the contract at the option of the City. The annual amount of the contract is $2.5 million. There is no increase in the overall cost of the proposed contract extension versus the current contract that is in place with the same company.

The annual amount of the contract is $988,600. There is no increase in the overall cost of the proposed contract extension versus the current contract that is in place with the same company.

An Ordinance to Enact Certain Parking Regulations (Parking Designated for Officials’ Vehicles)

Synopsis: This Ordinance is being presented by Council for its review and approval. If approved, Council would be authorizing the designation of one parking space on the west side of the 800 Block of French Street for use by the Council President. Once the French Street space designation is approved, an additional parking space would then be available for use by Council Members on the north side of West 8thStreet which is currently designated for use by Members of Council.

An Ordinance to Authorize Contract 14006PW – Janitorial Services at the Municipal Complex – with Tony’s Janitorial Service

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a two-year contract—with a City option for a third year at the same annual cost—for janitorial services at the City’s Municipal Complex at 500 Wilmington Avenue. The vendor—Tony’s Janitorial Service at 228 Romeo Drive in New Castle, DE—was the lowest responsible bidder for the City’s recently completed publicly bid contract 14006PW. The two-year cost of the contract is not to exceed $83,760 or $41,880 annually.

An Ordinance to Authorize Contract 14001LI – Vacant Property Services – with R & A Contractors, LLC

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a one-year contract—with a City option for a second year at the same annual cost—for a variety of services related to vacant properties in the City as managed by the Department of Licenses and Inspections. The vendor – R & A Contractors, located at 821 North Jefferson Street in Wilmington, DE — was the lowest responsible bidder for the City’s recently completed publicly bid contract 14001LI. The one-year cost of the contract that would begin on July 1, 2013, is $70,650. Services provided include but are not limited to boarding-up and securing, trash and debris removal, grass cutting, snow removal and partial demolition.

A Resolution Authorizing the Department of Real Estate and Housing to Take Title to 1000 Eastlawn Avenue from Siobain VI, LLC

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the City to take ownership of this property as a donation from Siobain VI, LLC which is an affiliate of M&T Bank. There is no cost to the City to acquire the property, but the City would pay recordation fees associated with accepting the property. The Minor Subdivision Plan of Riverview Terrace at Fox Point requires that the use of this property be limited to an on-site stormwater management facility.

An Ordinance to Authorize an Access Channel Service and Support Agreement with Telvue Corporation

Synopsis: This Ordinance is being presented by Council for its review and approval. If approved, Council would be agreeing to a new two-year contract with TelVue, a company that provides WITN TV 22 with the technical capability to broadcast message board information such as community and neighborhood news, Council Member information, City Services information, local weather, etc., when WITN is not airing locally-produced programs. Council’s current five-year contract with this company will expire on June 30. Council approval will authorize a new two-year contract at a cost of $3,000 per year, which is the same annual cost as the expiring agreement

A Resolution Approving the Disposition of 1103 Oak Street to Interfaith Community Housing of DE

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Department of Real Estate and Housing to convey 1103 Oak Street in the Hedgeville community to Interfaith Community Housing of Delaware (ICHDE). Once in its possession, ICHDE will rehabilitate/renovate the property and sell the property at or below 120% of AMI to an individual or family who agrees to live in the property for a minimum of five years thus making it an owner-occupied property.AMI is an acronym for area median income which is a statistic generated by the U.S. Department of Housing and Urban Development (HUD) for purposes of determining the eligibility of applicants for certain federal housing programs. HUD determines AMI on an annual basis for each metropolitan area and non-metropolitan county, making adjustments for household size and other factors.

A Resolution Authorizing the Commissioner of Public Works to Execute an Easement Agreement that will Grant an Easement Across a Portion of 0 W. 7th Street to Provide Water Service to the Squirrel Run Group 1 Townhomes

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Department of Public Works to grant an easement on a portion of the City-owned property to enable the owners of the Squirrel Run Townhomes and Condominiums to install a private water service line. The water service line will provide water service to the townhome properties and resolve a water leakage problem in the parking lot of the condominium property. There is no cost to the City for this project.

A Resolution Approving the Disposition of the Art Deco Ceramic Tiles Removed from the former Delaware Olds Site at 4001 Governor Printz Boulevard to be Transferred to the State of Delaware Department of Transportation

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be declaring as surplus and then conveying Art Deco ceramic tiles—part of the former Delaware Oldsmobile property at 4001 Governor Printz Boulevard which closed in 1999—to the Delaware Department of Transportation (DelDOT). DelDOT will preserve the historic tiles and use them as part of a new Mid-County Division of Motor Vehicles facility being constructed in the Wrangle Hill area of the County.
