An Ordinance to Authorize City Contract 14007PW – HVAC Preventive Maintenance, General and Emergency Service with Bradley-Sciocchetti, Inc. at the Municipal Complex

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a two-year contract—with a City option for a third year at the same annual cost—for HVAC preventive maintenance and general and emergency service for the City’s Municipal Complex at 500 Wilmington Avenue. The vendor—Bradley-Sciocchetti, Inc., based in Pennsauken, New Jersey—was the lowest responsible bidder for the City’s recently completed publicly bid contract 14007PW. The two-year cost of the contract is not to exceed $60,532 or $30,266 annually. The contract also provides for an annual materials allowance not to exceed $5,000.

To Enact Certain Parking Regulations (Parking Designated for Officials’ Vehicles)

Synopsis:  This Ordinance is being presented by Council for its review and approval. If approved, this Ordinance would authorize the designation of one parking space on the west side of the 800 Block of French Street for use by the Council President. Once the French Street space designation is approved, an additional parking space would then be available for use by Council Members on the north side of West 8th Street which is currently designated for use by Members of Council.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a two-year contract—with a City option for a third year at the same annual cost—for janitorial services at the City’s Municipal Complex at 500 Wilmington Avenue. The vendor—Tony’s Janitorial Service at 228 Romeo Drive in New Castle, DE—was the lowest responsible bidder for the City’s recently completed publicly bid contract 14006PW. The two-year cost of the contract is not to exceed $83,760 or $41,880 annually.

An Ordinance to Enact Certain Traffic/Parking Regulations Throughout the City

Synopsis:  This Ordinance is being presented by Council for its review and approval. If approved, this Ordinance would authorize various traffic and parking regulation changes as well as rescind various traffic and parking regulations. New regulations would include Loading Zone signs on French, Shipley, Orange and West 14th Streets; No Parking signs on French and Franklin Streets; Child Drop Off/Pick Up signs on Harrison and Van Buren Streets; Street Cleaning signs on the north and south sides of Sycamore Street and a Local Delivery Only sign at 12th and Lombard Streets. The Ordinance would also rescind Two Hour Parking and Loading Zone restrictions on West 9th, Orange and Tatnall Streets.

If approved, this Resolution would authorize the Department of Public Works to accept a $49,600 grant from the Delaware Department of Natural Resources and Environmental Control (DNREC) to update the City’s hydraulic model for its wastewater collection system.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a one-year contract—with a City option for a second year at the same annual cost—for a variety of services related to vacant properties in the City as managed by the Department of Licenses and Inspections. The vendor—R & A Contractors, LLC located at 821 North Jefferson Street in Wilmington, DE —was the lowest responsible bidder for the City’s recently completed publicly bid contract 14001LI. The one-year cost of the contract that would begin on July 1, 2013, is $70,650. Services provided include but are not limited to boarding-up and securing, trash and debris removal, grass cutting, snow removal and partial demolition.

Authorize an Access Channel Service and Support Agreement with Telvue Corporation

Synopsis:  This Ordinance is being presented by Council for its review and approval. If approved, Council would be agreeing to a new two-year contract with TelVue, a company that provides WITN TV 22 with the technical capability to broadcast message board information such as community and neighborhood news, Council Member information, City Services information, local weather, etc., when WITN is not airing locally-produced programs. Council’s current five-year contract with this company will expire on June 30. Council approval will authorize a new two-year contract at a cost of $3,000 per year, which is the same annual cost as the expiring agreement.

A Resolution to Encourage the State of Delaware to use the Vacant Stockley Center as a Statewide Drug and Alcohol Treatment and Rehabilitation Facility

Synopsis:  This Resolution is being presented by Council for its review and approval. If approved, Council would be urging the Governor and General Assembly to hold public hearings concerning the future use of the vacant, state-owned 750-acre Stockley Center in Sussex County. Approval of the Resolution would also support the establishment of a state-managed drug and alcohol assessment, evaluation and treatment center at the site, and express Council’s support for community-based treatment and rehabilitation centers for non-violent drug offenders.

Synopsis:  This Ordinance is being presented by Council for its review and approval. If approved, Council would be authorizing an additional $80,000 appropriation for the Fiscal Year 2014 Operating Budget. The additional appropriation would be used by the City Finance Department to hire temporary workers to assist with the collection of revenue owed to the City.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a two-year lease—with a City option for an additional two years— for an offsite WPD Drug, Organized Crime and Vice (DOCV) office. The monthly base rent for the first year is $1,320.83; the rent for the second year would increase to $1,360.46. Rent for renewal period year one would total $1,401.27 while renewal period year two rent would total $1,443.31.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing a one-year contract—with a City option for a second year at the same annual cost—for the cleaning of police uniforms. The vendor—Blue Swan, Inc.—located at 2001 Delaware Avenue in Wilmington was the lowest responsible bidder for the City’s recently completed publicly bid contract 14008PD. The one-year cost of the contract that would begin on July 1, 2013, is $32,640.
