This Resolution respectfully urges members of the Delaware General Assembly to give favorable consideration to Senate Substitute 1 for Senate Bill 57 (SS 1 for SB 57), An Act to Amend Title 11 of the Delaware Code Relating to Postconviction Remedy, and to adopt the bill as amended to modernize post-conviction remedies, expand access to DNA testing, eliminate arbitrary time barriers, and update legal standards that advance fairness and justice for all Delaware residents.

An Ordinance to Amend Chapter 35 of the City Code to Include Gender Identity as a Protected Class
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 35 of the Wilmington City Code to explicitly include gender identity as a protected class under the City Code’s Human Rights provisions. The amendment aligns the City Code with Delaware’s Gender Identity Nondiscrimination Act of 2013 and reaffirms Wilmington’s commitment to equality and provision of basic human rights. It also updates the definition of “sexual orientation” to align with recent Delaware law.

An Ordinance to Amend Chapter 45 of the City Code to Empower the Commissioner of the Department of Licenses and Inspections to Issue Civil Penalties or Take Other Enforcement Action Against Cable, Telecommunication, and Other Utility Providers for Failing to Remediate Utility Wires
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance empowers the Department of Licenses and Inspections to document cable television, telecommunications, or similar utility wires and cables which impede the public right of way and to provide notice to the service providers responsible. The Department is further empowered to issue civil penalties to service providers or to take other reasonable steps to ensure the public right of way is clear of wires and cables in the event the service provider fails to take steps to eliminate the obstruction within 10 days of notice from the Department.

An Ordinance to Authorize and Approve the First Amendment to a Professional Services Agreement Between the City of Wilmington and Itron, Inc. for Mobile Automated Meter Reading Operations and System Maintenance to Transition from Automated Meter Reading to Advanced Metering Infrastructure
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to execute a first amendment to a professional services agreement with Itron, Inc. for mobile automated meter reading operations and system maintenance to transition from automated meter reading (AMR) to advanced metering infrastructure (AMI) for collection of water meter usage information from City water meters.
