This Resolution authorizes the Wilmington Police Department’s grant application to the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant Program, in the amount of $194,348.00. The proposed grant funding would be used to cover the salary for a civilian cold case investigator and overtime costs as part of overall violent crime reduction efforts. No local matching funds are required.

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the FY2025 Congressionally Directed Spending program in the amount of $400,000. The proposed grant funding would be used to replace the Department’s current Emergency Response and Rescue Vehicle, which is approximately twenty (20) years old and is regularly in need of repairs. No local matching funds are required.

Amend Chapter 5 of the City Code Regarding Business License Fees Payable with Respect to Multi-Unit Rental Dwelling Units
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Section 5-101 of the City Code to (a) increase business license fees payable by licensees owning 50 or more rental dwelling units, which are not classified as low-income housing or senior citizen housing, from $75.00 to $100.00 per unit, (b) impose a $3,000 cap on business license fees payable with respect to rental dwelling units within any tax parcel or rental community that are classified as low-income housing or senior citizen housing, and (c) impose a $5,000 cap on business license fees payable with respect to rental dwelling units within any tax parcel or rental community.
