An Ordinance to (I) Annex Approximately 4.1 Acres Consisting of Seven Parcels of Land (Being Tax Parcel Nos. 10-001.00-017, 10-001.00-018, 10-001.00-078, 10-001.00-021, 10-001.00-080, 10-001.00-081, and 10- 001.00-082) into the City’s Corporate Boundaries, (II) Rezone the Parcels from a Zoning Classification of New Castle County H-I (Heavy Industrial) to a Zoning Classification of City of Wilmington M-1 (Light Manufacturing), (III) Amend Chapter 2 of the City Code Regarding the Boundaries of the Fourth Councilmanic District, and (IV) Amend Applicable City Maps to Add the Annexed Parcels into the City’s Corporate Boundaries

Synopsis:         This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance approves the annexation of approximately 4.1 ares consisting of seven (7) parcels of land located in the South Wilmington area of unincorporated New Castle County (being Tax Parcel Nos. 10-001.00-017, 10-001.00-018, 10-001.00-078, 10-001.00-021, 10-001.00-080, 10-001.00-081, and 10-001.00-082) (collectively, the “Parcels”) and the rezoning of the Parcels from a zoning classification of New Castle County HI (Heavy Industrial) to a zoning classification of City of Wilmington M-1 (Light Manufacturing).  In addition, this Ordinance amends the boundaries of the Fourth Councilmanic District set forth in City Code Section 2-31 and the applicable City maps to add the Parcels into the City’s corporate boundaries.

A Resolution Approving an Amendment to the City’s Comprehensive Development Plan Entitled “Wilmington 2028: A Comprehensive Plan for Our City and Communities” Regarding Approximately 4.1 Acres Consisting of Seven Parcels of Land (Being Tax Parcel Nos. 10-001.00-017, 10-001.00-018, 10-001.00-078, 10-001.00-021, 10-001.00-080, 10-001.00-081, and 10- 001.00-082) to Expand the City’s Corporate Boundaries to Add the Parcels into the South Wilmington Analysis Area and Designate Them as “Mixed Commercial/Light Manufacturing” on the Future Land Use Map

Synopsis:         This Resolution is being presented by the Administration for Council’s review and approval. This Resolution approves an amendment to the City’s comprehensive development plan entitled “Wilmington 2028: A Comprehensive Plan for Our City and Communities” (the “Comprehensive Plan”) to add seven (7) parcels of land (being Tax Parcel Nos. 10-001.00-017, 10-001.00-018, 10-001.00-078, 10-001.00-021, 10-001.00-080, 10-001.00-081, and 10-001.00-082) (the “Parcels”) into the South Wilmington Analysis Area of the City’s corporate boundaries and designate the land use of the Parcels as “Mixed Commercial/Light Manufacturing” on the Future Land Use Map. It also approves conforming amendments to all applicable Comprehensive Plan maps to add the Parcels into the City’s corporate boundaries including, but not limited to, the Development Strategy Map.

An Ordinance to Authorize and Approve a Multi-Year Contract Retaining Belfint, Lyons & Shuman, P.A. as the External Auditor for the City of Wilmington

Synopsis:        This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to enter into a multi-year contract with Belfint, Lyons, & Shuman, P.A. for the purposes of retaining an External Auditor, at an estimated price of One Hundred Ninety-Eight Thousand Dollars and Zero Cents per annum ($198,000.00). The primary purpose of the Contract is to retain the services of an External Auditor to provide full assurance that the City’s accounting records surrounding its Financial Audit, Single Audit, Firefighters’ Pension Fund Audit, and Police Pension Fund Audi are fair, complete and in adherence with generally accepted accounting principles, industry standards and regulatory requirements.

A Resolution in Support of An Act to Amend Title 30 and Title 19 of the Delaware Code Relating to Disclosure of Information by the Department of Finance and the Department of Labor

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution respectfully urges the honorable members of the Delaware General Assembly to support House Bill 238 (HB 238), An Act to Amend Title 30 and Title 19 of the Delaware Code Relating to Disclosure of Information by the Department of Finance and Department of Labor, prohibiting offers and employees of the Department of Finance and Department of Labor from disclosing citizenship or immigration status information contained in agency documents or databases, except when permitted by law.

A Resolution in Support of an Act to Amend Title 29 of the Delaware Code Relating to Reports from the Department of Justice to the Delaware General Assembly, Governor, and Office of Legislative Services Regarding Undocumented Residents

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution respectfully urges the members of the Senate to support House Bill 96 (HB 96), An Act to Amend Title 29 of the Delaware Code Relating to Reports from the Department of Justice to the Delaware General Assembly, Governor, and Office of Legislative Services Regarding Undocumented Residents with House Amendment 1 and House Amendment 2. HB 96, as amended, requires quarterly reporting to state leadership on certain federal immigration enforcement requests made to state agencies and includes limitations and protections within the reporting process.

An Ordinance to Establish an Office of Community Safety (Office of Violence Prevention)

Synopsis:         This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance adds a new section under Chapter 2, Article V of the City Code and establishes a new office named the “Office of Community Safety” within the Mayor’s Office. The Office of Community Safety will address violence from both prevention and intervention perspectives by coordinating among government agencies, community organizations, and third party providers, identifying violence hotspots, and supporting and directing resources to at-risk populations, and carry out the long-term goal of the city government to reduce crime, restore social trust, and enhance public safety.

An Ordinance to Amend Chapter 2 of the City Code Related to the Functions of the Department of Real Estate & Housing Allowing the Department to Spend Neighborhood Stabilization Funds to Assist in Settling Eviction Proceedings

Synopsis:        This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance allows the Department of Real Estate and Housing to use Neighborhood Stabilization Funds to make one time payments to help qualified tenants avoid eviction.

An Ordinance to Amend Chapter 8 of the City Code to Create a Homeowner Repair Program

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 8 of the City Code to create a Homeowner Repair Program that shall be administered by the Department of Real Estate and Housing.  The Homeowner Repair Program offers financial assistance to low- and moderate-income City homeowners to complete necessary repairs to their properties, ensuring a cost-effective way to maintain home ownership in City neighborhoods.

An Ordinance to Amend Chapter 8 of the City Code to Create a Vacant Property Rehabilitation Assistance Program

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 8 of the City Code to create a Vacant Property Rehabilitation Assistance Program that shall be administered by the Department of Real Estate and Housing.  The Vacant Property Rehabilitation Assistance Program offers financial assistance to owners of vacant properties to make repairs to their vacant properties to bring them back into occupancy-ready status.

A Resolution Urging the New Castle County Council to Oppose the Proposed 17.2% Tax Increase for FY2027

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution urges the New Castle County Council to oppose the proposed 17.2% tax increase for FY2027. With consideration to the substantial new tax obligations many households are facing due to the recent reassessment and inflation more generally, that the County Council prioritize alternative revenue strategies to address budget shortfalls in FY2027.

A Resolution Encouraging Council to Incorporate Council's Allotted Travel/Professional Development Funds into Each Council Member's Discretionary/ Community Funds for the FY2027 Budget

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution proposes that the $25,000 allotted for Council’s professional development/ travel activities be divided equally amongst the 13 Council Members and incorporated into each Council Member’s Discretionary/ Community Funds. This change would increase each Council Member’s capacity to direct funds they do not expend on professional development activities in FY2027 towards community support activities.
