Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Office of Community Safety’s grant
application, submitted on behalf of the Wilmington Police Department, to the Delaware
Prescription Opioid Settlement Distribution Commission (“DOSC”) for a grant in the amount of $90,000, or such other amount that DOSC awards.  The funds will be used for the purchase and deployment of overdose response equipment and community overdose prevention supplies by the Wilmington Police Department.  No local matching funds are required.

Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Office of Community Safety’s grant    application, submitted on behalf of the Wilmington Police Department, to the                        Delaware Prescription Opioid Settlement Distribution Commission (“DOSC”) for a grant
in the amount of $83,200, or such other amount that DOSC awards.  The funds will be used to engage one (1) full-time Community Health Liaison who will be assigned to the established Partners in Care co-responder program in partnership with ChristianaCare to serve as the primary care coordination point for individuals experiencing substance use disorder, overdose risk, behavioral health needs, and housing instability.  No local matching funds are required.

Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Office of Community Safety’s grant
application, submitted on behalf of the Wilmington Fire Department, to the Delaware
Prescription Opioid Settlement Distribution Commission (“DOSC”) for a grant in the amount of $61,160, or such other amount that DOSC awards.  The funds will be used to provide a peer support specialist for the Recovery Engagement After Crisis & Harm initiative that will be dispatched following eligible Wilmington Fire Department overdose encounters to provide follow-up outreach, harm reduction support, warm handoffs, and connections to treatment and recovery services.  No local matching funds are required.

Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Office of Community Safety’s grant application to the Delaware Prescription Opioid Settlement Distribution Commission
(“DOSC”) for a grant in the amount of $63,000, or such other amount that DOSC awards.
The funds will be used to engage a consultant to provide dedicated grant, compliance,
reporting, and performance oversight for the City’s existing and future DOSC-funded
opioid-abatement initiatives.  No local matching funds are required.

Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Office of Community Safety’s grant application, submitted on behalf of the Wilmington Police Department, to the Delaware Prescription Opioid Settlement Distribution Commission (“DOSC”) for a grant in the amount of $41,983, or such other amount that DOSC awards.  The funds will be used to support the Wilmington Police Department’s existing part-time Victim Services Specialist position that is currently supported with temporary ARPA funding that is ending, with an increased focus on connecting individuals and families affected by opioid/substance use and behavioral health needs to appropriate services.  No local matching funds are required.

Synopsis:        This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance approves the “2510 Northeast Boulevard – REACH Riverside” major subdivision plan and authorizes the City to (i) accept the dedication of a 0.062-acre portion of 2510 Northeast Boulevard (being Tax Parcel No. 26-030.30-006) as a public right-of-way to combine with the existing 50-foot-wide right-of-way of the 1200 block of East Twenty-Sixth Street to create a 65-foot-wide right-of-way with sidewalks, (ii) add the dedicated street to the Official City Map, and (iii) officially name the dedicated street “East Twenty-Sixth Street”.

Synopsis:     This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 37, § 37-249 entitled “Prohibited blocking of parking spaces” to increase the minimum fine for a violation of this section from a Level 7 ($60) to a Level 8 ($75).

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 36, § 36- 66 entitled “Consumption of alcohol on streets prohibited” to increase the minimum fine for a violation of this section from $100 to $150 when such violation occurs in a public place that is located within 300 feet of a school, place of worship, community center, or package store.

Synopsis:        This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amend chapter 4 of the city code regarding insect and rodent control for self-service storage facilities to establish requirements for self-service storage facilities will serve a valid public purpose, thereby promoting sanitary conditions, preventing pest infestations, protecting surrounding properties, and safeguarding the public health, safety, and welfare of city residents.

Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant Program in the amount of $209,200, or such other amount that the United States Department of Justice awards.  The grant funds will be used to cover the salary for a civilian cold case investigator and overtime costs as part of overall violent crime reduction efforts.  No local matching funds are required.

Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Criminal Justice Council for funding from the Fiscal Year 2024 Byrne State Crisis Intervention Program in the amount of $28,705, or such other amount that the Criminal Justice Council awards.  The grant funds will be used to cover the cost of purchasing gun locks and biometric gun storage boxes for free distribution to the public as part of efforts to prevent firearm theft.  No local matching funds are required.

Synopsis:        This Resolution is being presented by City Council for Council’s review and approval.  This Resolution urges landlords and owners to voluntarily provide air–conditioning or cooling facilities, including back-up or emergency measures, to tenants in senior citizen high- and mid-rise buildings within one year.

Synopsis:        This Ordinance is being presented by City Council for Council’s review and approval. This Substitute Ordinance creates a municipal Security Deposit and First Month’s Rent Assistance Pilot Program, to be administered by the Department of Real Estate and Housing, to provide eligible low-income residential tenants in the City of Wilmington up to $2,000.00 in assistance—a maximum of $1,000.00 for a security deposit and/or $1,000.00 towards the first month’s rent—once in the twenty-four (24) month period beginning from the date of any previous application approval. 

Synopsis:        This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution confirms Mayor John Carney’s appointment of Norman Oliver, Sr. to serve as a member of the Board of Directors of the Wilmington Parking Authority for a term to expire on June 30, 2031.
