An Ordinance to Amend Chapter 48 of the City Code to Permit Commercial Recreation and Public Assembly as Matter-Of-Right Uses in the M-1 (Light Manufacturing) Zoning District
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 48 of the City Code to define and permit “commercial recreation” and “public assembly” as matter-of-right uses in the M-1 (Light Manufacturing) zoning district and establish parking requirements for such uses.

An Ordinance to Amend Chapter 2 of the City Code to Establish a Community Response Team Program
Synopsis: This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance adds a new section under Chapter 2, Article V of the City Code and creates a community response team program to be operated under the office of community safety. The community response team program establishes a civilian-led response infrastructure utilizing trained professionals and community-based experts, rather than armed law enforcement officers, to respond to calls for service that do not present any imminent or direct risk to public safety, such as those involving mental health issues, substance use, domestic violence, homelessness, non-violent neighborhood disputes, or other general qualify-of-life concerns. This program aims at reducing unnecessary police interactions, effectively connecting individuals to various medical and social services, improving long-term public health outcomes, and achieving community stabilization goals.

An Ordinance Amending Chapter 4 of the City Code to Provide Relief for Qualified Small Developers From Vacant Property Registration Fees to Incentivize the Development of Affordable Housing in the City
Synopsis: This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 4, section 4-27, 120.0, entitled Annual registration of vacant buildings and registration fees. The objective of the proposed amendments is to provide opportunity for certain qualified small developers and advance the City’s goal of increasing the availability of affordable housing stock. The amendments provide for a waiver of delinquent vacant registration fees for qualified small developers prior to the acquisition of vacant property. Such fees are liens on vacant property and can accumulate to high dollar amounts, presenting significant barriers to entry for small developers. In order to qualify for the waiver, the developer must commit to redeveloping the vacant property into an affordable housing property.
