A Resolution Recommending Administration Appropriate Funding to Commission an Audit of WPD in the Fiscal Year 2027 Budget

Synopsis:         This Resolution is being presented by City Council for Council’s review and approval. This Resolution recommends an alternative independent audit of the Wilmington Police Department (WPD) conducted by Mayers Strategic Solutions, LLC, or a similarly qualified consultant, to evaluate department operations, practices, community engagement, and public trust indicators not addressed in the standard audit.

An Ordinance to Amend Chapter 40 of the City Code to Allow Employees to Donate an Unequal Amount of Accrued Sick and Vacation Leave to Designated Employees or to the Donated Leave Bank

Synopsis:        This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 40 of the City Code to allow regular City employees to donate unequal amounts of sick and vacation leave to designated employees or the donated leave bank.  This Ordinance allows regular City employees to donate: 1) up to twenty (20) days of vacation leave per calendar year; or 2) up to 6 days of sick leave per calendar year without having to match with donated vacation leave.  The Ordinance also permits regular City employees to donate in excess of 6 days of sick leave per calendar year, but such donations must be matched with an equal amount of donated vacation leave.  This Ordinance has been influenced by similar amendments made to the Delaware Code in September 2017, and substantially mirrors the donated leave policies of other entities.  This Ordinance is intended to make it easier and more convenient for regular City employees to donate accumulated sick and vacation leave to assist colleagues in times of need, thereby encouraging such donations.  Finally, as housekeeping matters, this Ordinance adds some clarifying language to Sections 40-340(b) and (c) and changes the term “director of personnel” to “director of human resources” in Section 40-340(d).

An Ordinance Establishing a Rate of Taxation on Real Property and the Taxable Property of Public Utilities for the Fiscal Year Beginning on July 1, 2026 and Ending on June 30, 2027

Synopsis:        This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance sets the property tax rate for Fiscal Year 2027 (July 1, 2026 – June 30, 2027) based on the certification by the Board of Assessment of the assessed valuation of taxable real property in the City and the Mayor’s estimates of revenue measures necessary to balance the City budget as required by the City Charter.

An Ordinance to Implement the City of Wilmington Pension Commission’s Recommendation Regarding a One-Time Stipend for City Retirees for Fiscal Year 2027 Pursuant to Chapter 39 of the City Code

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. Pursuant to City Code Section 39-6(c), this Ordinance implements the City of Wilmington Pension Commission’s recommendation for Fiscal Year 2027 for a one-time stipend of one thousand dollars ($1,000), in lieu of a cost-of-living increase, to all City of Wilmington pension benefit recipients who were retired as of December 31, 2019.  The disbursement of this stipend will occur in Fiscal Year 2027.

An Ordinance to Amend Chapter 2 of the City Code to Create a Charter Advisory Board

Synopsis:         This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 2 of the City Code to create a Charter Advisory Board to scrutinize the City Charter and recommend changes to give the City more control over its laws.  The Board shall be advisory in nature only and shall not take away the current options available to amend the Charter.
