Councilman Coby Owens Joined Community Leaders for Groundbreaking of 2923 N. Market Street Development Project

Wilmington, DE – On Thursday, March 19, 2026, Councilman Coby J. Owens joined community leaders, partners, and residents to celebrate the groundbreaking of the 2923 N. Market Street Development Project, a new mixed-use development that is expected to bring affordable housing and economic opportunity to Wilmington’s North Market Street corridor.

The event, hosted by Jumpstart Wilmington, a program developed and launched by Cinnaire, marked an important step forward for a site that had previously remained vacant before being acquired through the Wilmington Land Bank. Councilman Owens delivered remarks as a featured speaker during the ceremony, highlighting the project’s significance for neighborhood revitalization and community investment.

The development will introduce a new 7,200-square-foot mixed-use building designed to support both local business growth and housing stability. Plans for the project include two restaurant-ready commercial spaces on the first floor, creating new opportunities for small businesses and local entrepreneurs along the North Market Street corridor.

The upper floors will include four family-sized, three-bedroom apartments that will be made available to Section 8 households, helping expand access to quality affordable housing in Wilmington.

“This project represents the kind of thoughtful, community-centered investment our neighborhoods deserve,” said Councilman Owens during the ceremony. “By transforming a long-vacant parcel into a space for local businesses and family housing, we are continuing the work of strengthening the North Market Street corridor and ensuring Wilmington residents have opportunities to live, work, and thrive in their own communities.”

All zoning approvals and building permits for the project had been secured prior to the groundbreaking. The development is being supported through developer equity and financing from Cinnaire.

Once completed, the project is expected to contribute to the continued revitalization of North Market Street by increasing economic activity, expanding housing options for families, and activating a previously underutilized site.

The groundbreaking event brought together representatives from Jumpstart Wilmington, development partners, local officials, and community stakeholders to celebrate the beginning of construction and the shared vision for equitable growth in Wilmington.
