Councilmember Coby J. Owens Issues Statement on Governor Meyer’s SNAP Funding Announcement
Wilmington, DE – In response to Governor Matt Meyer’s announcement that Delaware will fund Supplemental Nutrition Assistance Program (SNAP) benefits for Delawareans on a week-by-week basis through November, Councilman Coby J. Owens issues the following statement:
“I come to you today with both relief and continued urgency. As your City Councilman representing the 1st District of Wilmington, it remains my duty and privilege to speak on behalf of our seniors, families with children, people with disabilities, and all of our communities across Delaware regarding the ongoing federal government shutdown and its impact on essential benefits.
Yesterday, Delaware Governor Matt Meyer announced a State of Emergency to ensure state funding for SNAP recipients on a weekly basis throughout the month of November. This decisive action comes as federal funding for the Supplemental Nutrition Assistance Program (SNAP) is set to pause beginning Saturday, November 1, due to the federal government shutdown. I want to thank Governor Meyer for taking swift action to protect Delaware families.
Governor Meyer also announced that state assistance will be provided to the Food Bank of Delaware.

This news brings much-needed reassurance that Delaware’s SNAP recipients will continue to receive their benefits through November, but it also highlights the importance of working together to ensure stability for our community in the weeks ahead.
To every senior, family, and person with disabilities, here’s what I want you to remember:
- You are not alone. The City of Wilmington, alongside our community partners, faith-based leaders, and local nonprofits, will continue to work tirelessly to bridge any gaps and connect residents with available resources.
- We are united in this. I live, serve, and stand with you in this city we love and the state we call home. Governor Meyer’s declaration ensures temporary relief, and we will continue pushing for federal accountability and long-term protections for Delaware families.
- Our strength lies in our compassion for one another. When we come together, across neighborhoods, beliefs, and political lines, we become a force for good that no shutdown can silence.
