An Ordinance to Enact a Temporary Moratorium on the Issuance of New Business Licenses for New Corner Properties Within the City Pending Completion of an Equity Impact Assessment
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance issues a temporary moratorium on the establishment of new corner properties in the city. The moratorium will be in effect until such time an equity impact assessment has been completed by the Department of Land Use and Planning, unless repealed by City Council. During the period in which the moratorium is in effect, the zoning board of adjustment shall not consider any application for permission, variance, or special exception for the establishment of a new corner property. The zoning board of adjustment may consider applications for a hardship exception to the moratorium.

Synopsis: This Resolution is being presented by City Council for Council’s review and approval. In alignment with the 2022-2025 Wilmington City Council Strategic Plan goal of a “Transparent and Well Represented Wilmington,” this Resolution expresses support for New Castle County Resolution No. 25-150, entitled Providing for a Review of the Recent Reassessment of New Castle County, which requests that the County Auditor, in consultation with the County Administration, review reassessment valuation data findings, methodologies, and processes involved in the 2025 New Castle County reassessment.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 48 of the City Code to permit “commercial recreation” and “public assembly” uses in the M-1 (Light Manufacturing) zoning district. In connection with such amendments, this Ordinance defines the terms “commercial recreation” and “public assembly”.
