Grants
Wilmington City Council has long recognized the value of providing support to local non-profit organizations and community-driven initiatives that contribute substantially to the well-being, development, and growth of the Wilmington community. Thus, strategic fund allocation is a critical tool for meeting needs in our communities.
As with all taxpayer funds, the public deserves to know that funds are going to organizations with the capacity and integrity to provide quality services. To this end, City Council has developed a comprehensive set of measures to improve transparency and accountability in the use of strategic fund dollars.

College Scholarships
Wilmington City Council believes that all Wilmington children should have the opportunity to follow their dreams to attend a vocational or higher learning institution. To help fulfill this dream, Council offers scholarships to eligible students and families.

- High School Senior or Adult Learner
- Acceptance to or Currently Attending an Accredited College, University or Trade School
Required Documents:
- Current Driver’s License (proof of City of Wilmington residency)
- Copy of Current Bill/Registration Schedule
- Student Identification Number

Students must submit an application request to their district representative and/or At-Large member detailing their background, educational pursuits beyond high school, and current circumstances regarding eligibility, need and merit.
All 13 members of Council have dedicated dollars for scholarships and make independent decisions regarding awards. Scholarship awards range from $200 – $5,000. $5,000 is the maximum amount a student can receive in a fiscal year.
Scholarships are paid directly to the educational institution.
